Outstaffing is the delegation of tasks to employees employed by another organisation. You get employees who perform the services. With outstaffing, companies enter into a contract to provide staff. You pay for specific specialists for a specific workplace.

Outstaffing also has a time limit - a maximum of 9 months, outsourcing has no time limit.
What is the legal basis for outsourcing?
Outsourcing agreements do not contradict the existing legislation of the Russian Federation. They are based on the provisions of civil law governing the paid provision of services (Chapter 39 of the Civil Code of the Russian Federation).

Since 1 January 2016, hired labour (personnel leasing, outstaffing) is officially prohibited in Russia by Law No. 116-FZ. But there is an exception, which is provided for private employment agencies.

Moreover, there are two different concepts in the law. The first is indentured labour. It is prohibited. The second is the activity of providing personnel. This activity is allowed.
